Left-wing Anti-American Group Seeks International Criminal Court Indictment of President Bush as "War Criminal" for Iraq War; World Homeless Union Says Bush is a Terrorist And Should be Arrested and Prosecuted

TO: Office of the Prosecutor, ICC

FROM: Dr. Ruben Botello, Director, World Homeless Union

SUBJECT: Reference #OTP-CR-44/04

In re George W. Bush et al, to wit:

"WE THE PEOPLE OF THE WHOLE EARTH herewith petition the International Criminal Court (ICC) to immediately investigate, arrest and prosecute United States President GEORGE W. BUSH and his primary co-conspirators for their horrendous crimes against millions of innocent men, women and children in and of but not limited to the nation of Iraq; the above-referenced atrocities being premeditated and deliberate mass murders, mayhem, torture, radiation exposure, imprisonment, displacement, deprivation of ife-sustaining goods and services, and all other aggression-inspired U.S. actions aimed at aw-abiding Iraqi citizens for no good, just or worthy cause."

We pray your Office will take swift action in your investigation and sure arrest and prosecution of George W. Bush and his co-conspirators for all their heinous crimes against the Iraqi people at least since "9/11." For ICC to do any less will be the ultimate crime against humanity, in and of itself.

As the world now knows fully well, Mr. Bush and his henchmen had and have no good or just cause for killing, torturing, imprisoning and destroying the lives and livelihoods of millions of innocent and defenseless Iraqi men, women and children since 9/11. These ravening wolves intentionally and maliciously slaughtered thousands of innocent Iraqis, and continue to lie, in their wicked and demented attempt to deceive the world into believing these beasts were and are justified, or should at least be excused for their atrocities against Iraq.

The institutionalization of illegal, immoral and aggression-inspired invasions and occupations of foreign lands, nations and peoples -- by the world's elite and their puppet governments -- is the ultimate crime against humanity, indeed, whether their horrendous crimes are perpetrated in the name of Christianity, the United States, the United Kingdom, NATO, the United Nations, the International Criminal Court or any other human institution on earth.

The world now knows these liars, murderers and thieves -- i.e., those claiming to be fighting for "freedom and democracy" under the leadership of Mr. Bush -- are terrorists no less so than the perpetrators of "9/11," while the ICC has done next to nothing, to stop this abomination, to date.

Only the ICC is in a position to stop this global madness, pillaging and butchery, at this time. The world knows Mr. Bush and his henchmen are killing, torturing, imprisoning and terrifying innocent people to death in the Middle East, as they strive to conquer and rule the whole earth from their sanctimonious thrones. Why is the ICC allowing this organized crime to be institutionalized, as if Mr. Bush and his henchmen have committed no wrong whatsoever?

Please do not waste our time with any more "lip service." Either investigate so you can proceed to arrest and prosecute Mr. Bush and his henchmen for their flagrant war and other crimes against humanity, as the evidence in this case clearly calls for; or admit the ICC is just another puppet institution serving the whims and fancy of the world's elite.

Sincerely,

Dr. Ruben Botello, Director
WORLD HOMELESS UNION

The Hague, Tuesday, 22 June 2004

Dear Sir, Madam

On behalf of the Prosecutor, I thank you for your communication received on 14/02/2004, as well as any subsequent related information.

We regret the unavoidable delay in responding. The Prosecutor assumed office in June 2003, and since then, we have worked rapidly to build a new international Office of the Prosecutor. This has entailed recruiting staff, establishing technology and infrastructure and developing our policies, procedures and standards in order to carry out our mandate and to analyze the over 800 communications we have received. We thank you for your patience during this start-up period and we are grateful for the strong international interest in this institution.

The Office is analyzing the situation identified in your communication, with the assistance of other related communications and other available information. Under Article 53 of the Rome Statute, the Prosecutor must consider whether there is a reasonable basis to believe that crimes within the jurisdiction of the Court have been committed, the gravity of the crimes, whether national systems are investigating and prosecuting the relevant crimes, and the interests of justice. Analysis will be carried out as expeditiously as possible, but please be aware that meaningful analysis of these factors can take some time.

As soon as a decision is taken on whether there is a reasonable basis to proceed with an investigation, we will advise you promptly and we will provide reasons for the decision.

We thank you for your interest in the ICC. If you would like to learn more about the ICC, please consult our website at www.icc-cpi.int. If you would like to learn more about how the Office carries out analysis of information, please see our policy paper and the annex to that paper, on the Office webpage at the website above.
