Senator Joseph Lieberman
Chairman
Homeland Security and Governmental Affairs Committee,
706 Hart Senate Office Building
Washington, D.C. 20510

Dear Senator Lieberman:

With the Senate preparing to vote on the United Nations Convention on the Law of the Sea, a whistleblower from one of the main treaty organizations, the International Seabed Authority (ISA), has come forward and is willing to provide testimony to the Senate about corruption in the entity based in Kingston, Jamaica.

Contact Senator Lieberman:

URGE HIM TO HOLD A HEARING ON THE LAW OF THE SEA TREATY

Before the Senate votes and authorizes millions of taxpayer dollars to the ISA, we urge you, as chairman of the Homeland Security and Governmental Affairs Committee, to hold a hearing into his explosive allegations and invite representatives of the ISA and the U.S. State Department to respond.

This is an urgent matter of ensuring government accountability in an area that will dramatically affect the national security and sovereignty of the United States. As you know, under the treaty, the ISA assumes jurisdiction over oil, gas, and mineral resources worth potentially billions of dollars. It is in the national interest of the United States to make sure, before ratification, that this entity is competent and not involved in any corrupt practices. The Senate Foreign Relations Committee, which is handling treaty matters, has not held any hearings into the operations of the ISA. It is an issue that can properly be seen as coming under the jurisdiction of your committee.

As the analyst who broke the story about Nithi Sam-Thambia and his allegations, we stand ready to assist you and provide the appropriate contact information so that you and your staff can conduct a thorough interview and obtain the documentary evidence proving his case. He was in charge of administration and management of the entity and has memos and documents that he can provide to you.

Please have your staff contact us at the earliest possible convenience.

Yours Truly,

Cliff Kincaid
