​This Daily Caller article is why I was so concerned when I first heard CLI [Charlotte Lozier Institute] assert and then NCBC, USCCB, and a bunch of others repeat that Moderna is "ethically uncontroversial" because they only used HEK293 fetal cell line in research and "confirmatory testing." It's misleading.
 
Testing is not another step removed. Testing is critical for research. Quality control testing, even more so, is a time-consuming, critical part of the production process, especially for a rushed-to-market pharmaceutical being scaled up globally. Testing is inherent in both R&D and production. If HEK293 is used in quality control testing, then it is used in ongoing production.
